목적
2006년 10월 러시아 Salekhard의 각료회의에서 공식적으로 발족하였다. 워킹그룹으로 발족 이전에 북극 이사회의 “북극에서 오염을 줄이기 워킹그룹으로 위한 북극이사회 조치계획(Action Plan)“라는 이름의 운영위원회로 시작하였고 오염물질 배출을 제한하고 감소하고 국제적인 협업을 도모하기 위하여 설립됨. 오염물질의 위험이 이미 밝혀진 환경 오염원배출을 지속적으로 감소시키고, 북극권 국가 정부가 국가적 차원에서 오염원과 유해물질과 관련 구제책 및 예방책을 마련하고, 국가적인 조치 메커니즘의 강화하는 동시에 이를 지원하고, 북극유류오염대응협정, 수색구조협정 (Search & Rescue Agreement) 논의동향 파악 및 후속작업 참여하는 것을 목적으로 함
